October 21, 2012: Pakistani officialdom has failed to grasp the fact that multilaterals such as the Asian Development Bank (ADB) and World Bank will not support the construction of the 4,500-megawatt Diamer-Bhasha dam in what is considered a disputed territory unless both countries party to the dispute approved the project, sources told this correspondent on Saturday.
