Two Days International Conference and Workshop on ICTs for Good Governance in Pakistan Dated: 1- 2nd December 2013 Marriot Islamabad

The Concept:
Information & Communication Technologies (ICTs) have now been recognized as the engine for growth and a source of energy for the social and economic empowerment of any  country, specially a third world country. Relationship between ICTs and improved services to the common man in the areas of health, education, agriculture, governance etc have now become a proven success for the Governments in developing countries.

Today, governments are empowering masses through ICTs as it can prove to be effective short-cut to higher levels of equity in the emerging Global Digital Networked Information Economy. Framing Information and Communication Technology Strategies and Policies are complex exercises which encompass a variety of issues covering areas such as infrastructure, human challenges, technology, architecture, standards, administrative, information, security, financial, legal, privacy, quality of service .

There is an immediate need to share relevant knowledge and best global practices especially in developing countries in the areas of ICTs for development with our politicians and senior decision makers. In simple words this include Use of Internet, mobile phones, media etc for delivery of services in health, education, agriculture etc under an Ecosystem to provide prompt and quality services. To encompass all related activities in a structured training program and to initiate a series of training program for our middle and senior level decision makers we need to explain them the complete Ecosystem for delivery of such services.

In just a short few decades, the use of ICTs have completely transformed how we live, work and enjoy. New markets and new business models have emerged to support the entry, storage, processing, analysis and presentation of information, and these are continuing to evolve and advance at a rapid pace .Global stock markets are now driven by trade in technology-based companies as much as commodity and traditional industries, and information technology is continually being looked at in new ways as a means to deliver improvements in socio-economic conditions, and as a tool for achieving the Millennium Development Goals (MDGs).

Governments world wide are under pressure to deliver Prompt and quality  services in areas of health, education, agriculture, economic empowerment, governance etc. All this need a complete Ecosystem which need to be put in place, the first step in this direction is to educate the politicians, Senior level decision makers and relevant industry makers in the ‘USE OF ICTs for DEVELOPMENT’. From  where did all these technological developments come from and where are they are headed? This is an important  question which needs to be understood by our Decision Makers in Pakistan.

Due to fast population growth, lake of economic opportunities & fast increasing ‘Divides’ like digital divide, gender divide, urban-rural divide, level/quality of education divide, delivery of Government services divide, medical services divide and many more, we as a nation is moving towards a situation which need Immediate recovery and a ‘Come back’ to normal pace of development like other developing countries like us. Bangla Desh, Seri Lanks, India, are few examples who have not only recovered from situations like us but also now on road to fast pace of development. They have done it only in last 10-15 years and ONLY driving force behind their success is ‘ ICTs for Development ‘.

Everyone know it very well that today we are standing on a Cross Road. Among all factors which are causing troubles in different parts of Pakistan, the most vital and dominating on all others is the lake of economic opportunities & delivery of quality services in areas like health, education and Governance etc by the relevant Government organizations. People of Pakistan have such serious complaints in this regard that some immediate actions need to put in Place for the ‘ Defense and Security of Pakistan. We may call it ‘ ICTs for Defense of Pakistan ‘.

2)  Real Challenge ahead……
Considering all above and gauging the gravity of situation, E-Village foundation, a project of Pakistan Social Association, a Govt registered NGO since 1963  has considered it necessary to initially contribute in creating the required awareness in politicians and senior decision makers in the area of ‘ ICTs for Good Governance in Pakistan ‘. Simultaneously efforts would be made to introduce the relevant law to promote ‘ ICTs for development ‘ in public sector organizations.

For this purpose we would have to bring all relevant stake holders in Public & Private sector organizations on one Plate Form and evolve an ecosystem within our existing resources which could at least set direction  towards the right destination without asking for ‘ Addition funds ‘ from national exchequer in this grave economic crisis in Pakistan and this is the real challenge.

Globally World is watching us to deliver as a country in Millennium Development Goals  ( MDGs ) and WSIS Goals. The measuring yard stick of both these Global initiatives under United Nations is the use of ICTS in Education, Health and delivery of Government Services to the door step of people of Pakistan with the use of ICTs. Government of Pakistan had signed the commitment in the Year 2 to implement these both initiatives till 2015 along with other nations of the world. We are answerable to the world in 2015 as a responsible nation. Where do we stand TODAY when the year 2014 is knocking at our door. As per latest statistics we have to achieve a lot to remain even at face saving stage.

3) Short-term and long term Goals.

Given  the critical situation to build the capacity building of relevant stake holders in understanding the role of ICTs in Development of Pakistan on fast track basis ‘ Pakistan Institute of ICTs in Development’ (PIID),  E-village Foundation &  Centre for Women Entrepreneurship   in partnership with few other stake holders have considered  to take the immediate steps as follows:-
A) Short Term Goals.
a)  Organize National & International Conferences on ‘ICTs for Good Governance in Pakistan ‘ in              Coordination with all relevant Public-Private sector organizations.
b)  Organized focused workshops & training workshops for building the capacity of stake holders to              understand the power of ICTS in development sector (health, education, agriculture etc )
B) Long Term Goals.
a) Bring all relevant Public-Private Sector stake holders on one Page and establish the required Ecosystem to get the real benefits of ICTs in Development for rapid growth in education, health and agriculture etc in Pakistan like other developing countries around us.
b) By bringing Universities on board and with their coordination with some foreign Universities start Graduations and Master’s Program in ICTs for development.
c) Establish a National Task Force on   ‘ICTs for Development ‘  comprising of relevant Public-Private sector organizations. This Task Force should make National Policy on ICTs for development in Pakistan.
d) Projects and  R&D in ICTs for development may be supported by relevant organizations.
e) To respond honorably to MDGs & WSIS we should immediately initiate a project              ‘ICTs for all Pakistan Vision – 2015’
